Comparisons
AI phone/voice agents compared
Five platforms for AI phone agents, scored on the same seven criteria - with a source link and date on every entry. Two things up front that vendor comparisons usually gloss over: first, the advertised per-minute price is almost never the final price - LLM, speech synthesis and telephony stack on top. Second, for the German market the GDPR question decides more than anything, and that's where the field separates. The switch above the table toggles between the solo/small-business and the enterprise perspective. And because most platforms only orchestrate (the speech model comes from third parties), the real difference lies less in the AI itself than in cost, data protection, usability and integrations.
An AI voice agent platform is a tool companies use to build talking AI agents for the phone - for appointment booking, support, qualification or outbound - well-known examples are Vapi, Retell AI, Bland AI, Synthflow and ElevenLabs Agents.

Which tool fits you?
GDPR-sensitive & German-language, without developers
Synthflow
EU hosting by default (Berlin GmbH, ISO 27001 servers) and the most accessible no-code builder - the strongest GDPR case in the comparison.
Best voice quality for customer perception
ElevenLabs Agents
The most natural voices including dedicated German voices, solidly certified - when the voice shapes the experience.
Balanced start: no-code flow builder plus control
Retell AI
A visual conversation-flow builder with exact conversation paths and the most transparent price breakdown - when EU hosting isn't a must.
Key takeaways
- The per-minute price on the homepage is almost never the final price: with Vapi, Retell and ElevenLabs, LLM, TTS and telephony costs stack on top - realistically ~$0.13-0.31/min instead of the advertised ~$0.05. Only Bland bundles the conversation core into one per-minute price, but behind monthly fees.
- EU data residency is the real differentiator - and almost everywhere tied to the Enterprise tier: Retell operates no EU servers at all (US AWS only), Vapi and ElevenLabs offer EU residency only on the Enterprise plan. Only Synthflow (a Berlin GmbH) hosts in the EU by default.
- But even Synthflow's EU advantage is narrower than the marketing: storage in the EU yes, but STT, TTS and LLM run via US providers (Deepgram/ElevenLabs/OpenAI). "European hosting" doesn't mean "European AI processing".
- Latency marketing ≠ latency reality: Bland's "sub-200ms" is measured at 600-900ms in independent tests; ElevenLabs' "75ms" is only the speech synthesis, not the full conversational round trip. None of the vendors publishes a solid end-to-end figure.
- Most platforms are orchestrators with no speech model of their own - German quality depends on the chosen STT/TTS provider, not the platform. Exceptions: Bland (own models) and ElevenLabs (strongest own voices, including dedicated German voices).

Frequently asked questions
What does an AI phone agent really cost per minute?
Almost always more than the advertised per-minute price suggests. With Vapi ($0.05), Retell ($0.055) and ElevenLabs (~$0.08), that's only the platform/orchestration fee - LLM, speech synthesis and telephony come separately on top, realistically landing at about $0.13-0.31/minute. Bland bundles LLM, transcription and voices into the per-minute price ($0.11-0.14) but requires monthly fees and extras for transfer/SMS. For a solid cost comparison, always compute the full stack, not just the base fee.
Which voice agent platform is GDPR-compliant and suitable for German companies?
On data protection, the field separates sharply. Synthflow (a Berlin GmbH) offers the strongest case: EU hosting by default, ISO 27001 servers, an Art. 28 data processing agreement - though with the honest caveat that STT/TTS/LLM run via US providers and SOC 2/HIPAA are only advertised, not evidenced. Retell explicitly operates no EU servers at all (US AWS only). Vapi and ElevenLabs offer EU data residency only on the Enterprise tier. Bland pins the EU region configurably but is only self-attested on GDPR/HIPAA. Clarify the DPA and the specific processing path for each vendor - "GDPR compliant" on the website doesn't automatically mean EU hosting.
How natural do the agents sound in German?
Almost everywhere this depends on the chosen speech provider, not the platform itself - most (Vapi, Retell, Synthflow) only orchestrate and connect third-party voices (often ElevenLabs) and recognition (often Deepgram). ElevenLabs has the strongest in-house German story with dedicated German voices including dialect; Bland is the most weakly evidenced (US focus). No independent German quality benchmark exists for any of the vendors - in the end, there's no way around a test call in German of your own.
Is a standard platform enough, or do I need a custom solution?
For a simple, clearly bounded use case (e.g. appointment booking or an FAQ hotline), a standard platform works well. Its limit is reached when the agent needs to reach deep into your systems (CRM, inventory, calendar in real time), when strict GDPR/data-sovereignty requirements apply, or when conversation design, error handling and testing go beyond a few templates. That's where the real work lies: telephony, data connectivity, data-protection architecture and an agent that handles the exceptions cleanly too. That integration is exactly where our Custom Applications service comes in.
